Startup Nation 2025: „Inteligenta artificială nu este perfectă, dar este extrem de utilă”, afirmă ministrul Ivan despre platforma SUN.

On Tuesday morning, Bogdan Ivan, the Minister of Economy, Digitalization, Entrepreneurship, and Business Environment, praised the online platform designated for registrations for the Startup Nation 2025 funding program. This was just before the application period for entrepreneurship courses kicked off. However, some applicants faced issues during the registration process, experiencing technical difficulties with the platform used for “minimis” financial aid. Despite these difficulties, some users reported that problems were resolved within the first two hours of the session. The program employs a first-come, first-served principle for course registration.

Ivan emphasized that the selection process would be driven by software that objectively calculates eligibility, scores, and rankings of applicants. However, he acknowledged that while the artificial intelligence used in this process is useful, it is not perfect. Therefore, there will also be a human review to ensure there are no discrepancies between purchases and CAEN codes (the Romanian classification of economic activities). This was stated during his pre-launch comments regarding the course registration session.

After the application period opened at 10:00, several applicants reported experiencing blockages on the platform managed by the Special Telecommunications Service and the Ministry of Economy and Digitalization. One user expressed frustration on social media, stating, “ALO! Platform blocked in the first minute. Allocate more resources if you know there’s high interest in the program.” The Ministry responded by assuring users that resource allocation was being conducted in real-time and that the platform was operational.

Additional issues reported by users included the platform mistakenly registering applicants under the wrong accounts and signatures, as well as failures in the validation of electronic signatures. Reports indicated that the system inadvertently pulled forms for different individuals, leading to confusion and incorrect registrations. Moreover, issues with document uploads persisted, causing applicants to be flagged as enrolled incorrectly and halting their ability to register anew with the correct information.

Starting June 1, graduates of these entrepreneurship courses will be able to apply for a funding offer of €50,000. Ivan reiterated that the technology behind the platform would manage at least 60% of the procedural and administrative flow automatically, minimizing human intervention. He explained that personnel from the Small and Medium Enterprises Directorate would conduct a verification process to ensure compliance with business proposal plans and their corresponding CAEN codes, avoiding any restrictive templates for entrepreneurs seeking to invest through the Startup Nation program.

The registration for the entrepreneurship courses has commenced, requiring completion by August 15. Participants desiring to take these courses early will be able to conclude them in a timely manner. From June 1 through October 1, they will be able to upload their business plans via the online platform, which will be evaluated starting October 1. Depending on the evaluation speed, selected participants could sign their financing contracts as early as October 1. Upon signing, beneficiaries will receive an initial 50% advance to facilitate the creation and approval of their business plans.

The total budget for the Startup Nation 2025 program is structured around €446 million, predominantly sourced from the European Union. The Ministry of Economy is also considering an approach for a 10% oversaturation of the program. Ivan explained that within the limits of available funds, financing contracts would be signed. Along with his colleagues, he is exploring solutions for oversaturation to ensure that if some individuals who have signed contracts are unable to implement their projects, the European funds are not wasted.

In summary, while the new platform for the Startup Nation program holds promise for efficiency and objectivity in the selection process, early user experiences indicate significant technical issues that need addressing to ensure equitable access for all applicants. Monitoring and improvement of server capacity and the accuracy of the registration process are crucial in enhancing user satisfaction and in the successful deployment of the program.
