Sweden plans to temporarily reduce the VAT on food from 12% to 6% as part of its 2026 budget, with the measure expected to take effect on April 1, 2026, and last until December 31, 2027. This decision aims to improve the purchasing power of Swedish households, particularly benefiting low-income families. According to estimates, a family with two children could save around 6,500 kronor (approximately 590 euros) annually on food expenses.
This decision comes in response to significant rises in food prices driven by inflation, the war in Ukraine, and the COVID-19 pandemic. The Swedish government, particularly under a conservative administration, is looking to provide relief to households by implementing this VAT reduction. The expected impact on public spending is estimated to be 16 billion kronor (1.45 billion euros) in 2026 and 21 billion kronor (1.9 billion euros) in 2027.
In addition to the VAT reduction, the government will establish a commission to monitor price changes, and the Swedish Agency for Economic and Regional Growth will work to enhance competition within the food sector. However, there are concerns that previous VAT reductions have proven costly and challenging to evaluate, often benefiting higher-income groups rather than effectively supporting all segments of society. The trade union for retail employees has voiced apprehensions about the potential inequities of this measure.
