
The Agency for the Financing of Rural Investments (AFIR), responsible for managing European funds in agriculture and rural development, announced on Friday that it will accept both versions of the CAEN classification codes during the transition period from CAEN Revision 2 to CAEN Revision 3, provided they accurately reflect the beneficiary’s actual activity and comply with the purpose of the funded investment.
Starting March 25, 2025, Government Decision No. 284/2025 came into effect, regulating the implementation of the third version of the Classification of Activities in the National Economy (CAEN Rev. 3). According to this regulation, the updating of the CAEN codes will be carried out gradually over an 18-month period, concluding on September 25, 2026.
During this transition phase, both CAEN codes from the previous version (Rev. 2) and the updated version (Rev. 3) are recognized and accepted in dealings with public authorities and institutions, as well as in relationships between individuals and legal entities. AFIR will continue to accept both CAEN versions throughout this transitional period, as long as they correctly represent the beneficiary’s activities and align with the goals of the funded investment.
The new version of CAEN codes was approved by the Order of the National Institute of Statistics (INS) No. 377/2024, becoming applicable as of January 1, 2025. The modifications may necessitate a redefinition of business activities, which requires the corresponding updates in the official documents of economic operators.
AFIR urges beneficiaries to carefully analyze the new provisions and update their CAEN codes linked to the activities being conducted, where necessary, within the legal timeframe. For ongoing projects or those submitted during funding application sessions, it is crucial to ensure a clear alignment between the activity conducted and the corresponding CAEN code as per the new classification.
