Overview of the Initiative
The Bucharest City Hall, through the General Directorate for Social Assistance of Bucharest City (DGASMB), has launched the research report "Planet Youth 2024–2025" at ARCUB. This report aims to provide insight into substance use among teens in Bucharest and will serve as a foundational tool for local authorities to develop and implement methodologies for preventing substance misuse and enhancing the lives of young people.
Research Findings
The report is based on a comprehensive study conducted in 60 high schools across the capital, involving over 8,000 tenth-grade students aged 15 to 16. Data was collected through questionnaires administrated between October and December 2024, focusing on social factors influencing substance use.
Key findings revealed:
Event Highlights and Expert Insights
The report’s launch event featured prominent figures, including city officials and experts in drug prevention. Jón Sigfússon, president of Planet Youth from Iceland, shared insights from Iceland’s successful strategy to combat youth substance misuse during the 1990s. Sigfússon emphasized that the initial approach—characterized by restrictive laws and awareness campaigns—failed because it did not address the underlying social environments affecting youth.
He outlined the three key pillars of the effective Planet Youth model:
Understanding Risks and Support Structures
Cosmina Simiean Nicolescu, the director general of DGASMB, emphasized that the study’s results underscore the importance of family and school environments in shaping adolescent behavior. She indicated that poor relationships or a lack of supportive environments increase the risk of substance use, highlighting that even seemingly minor habits, like vaping, could lead to more severe substance problems.
Lucian Judele, the city manager, reinforced the notion that addressing drug use is a multifaceted challenge requiring cooperation from parents, educators, NGOs, and community members. He stressed the need to work collectively, without shifting blame, with future community welfare in mind.
Global Impact of Planet Youth
Planet Youth is recognized as one of the world’s most extensive drug prevention programs, having been implemented in Romania since 2007. In 2018, it expanded internationally and adapted its focus to better promote healthy lifestyles and public policies informed by ground-level realities.
The launch event was organized by DGASMB, with support from ARCUB and the Honorary Consulate of Iceland in Bucharest, signifying a joint effort to mitigate substance misuse among youth in the city.
Conclusion
The "Planet Youth 2024-2025" report presents crucial data that can guide local interventions to address adolescent substance use. By understanding the social environments affecting youths and leveraging community engagement, authorities can develop effective preventive measures to ensure a healthier future for the younger population of Bucharest.
